What’s happening with the NDIS & what it means for you

The Australian Government has announced a series of proposed changes to the National Disability Insurance Scheme (NDIS). These changes are currently progressing through Parliament and are expected to be introduced over a three year timeframe, with some changes expected as soon as legislation is passed.

We understand that hearing about changes to the NDIS can feel uncertain or overwhelming. We want to reassure you that:

  • Your current supports remain in place
  • There is time before many changes take effect
  • Civic is actively monitoring developments and advocating for the people we support
  • We will keep you informed every step of the way

Why are changes being proposed?

The Government has said these reforms are needed to ensure the long-term sustainability of the NDIS. The Scheme has grown significantly in recent years, with more participants and increasing costs. 

The proposed changes are designed to:

  • Ensure the NDIS continues to support people with significant and permanent disability
  • Improve consistency and fairness in decision-making
  • Strengthen quality and safety across providers
  • Make sure funding is being used effectively

What changes are being proposed?

While details are still being finalised, the key areas of reform include:

1. Changes to eligibility

  • There will be a stronger focus on supporting people with significant, permanent disability
  • Eligibility is expected to be based on functional need rather than diagnosis
  • Some people may instead access new “foundational supports” in the community, starting with Thriving Kids, which is designed to support children aged up to 8 with developmental delay and autism.

2. New types of plans and assessments

  • A new planning approach based on standardised functional assessments is expected
  • Plans may become more consistent and predictable
  • These changes are expected from 2027

3. Changes to funding and budgets

  • Some funding categories, particularly social and community participation and capacity building, may be reduced or more tightly defined.
  • Funding will be more closely linked to goals, outcomes and evidence of need

4. Introduction of “foundational supports”

  • New supports outside the NDIS will be developed, particularly for children and people with lower support needs.
  • These will be delivered in community and mainstream settings

5. Stronger provider regulation and safety measures

  • More providers will need to be registered, especially those delivering supports such as Supported Independent Living
  • There will be increased focus on safeguarding, quality and accountability
  • New systems will improve transparency of how funding is spent

It’s important to remember that the changes will not happen all at once. Implementation is expected to occur over several years, with some delays already announced, for example in the roll out of functional assessments.

What does this mean for you?

Right now, there is no immediate change to your current supports. Legislation is progressing through parliament and the outcome of a Senate Enquiry is expected today – Tuesday 16 June.

However, over time, you may notice:

  • Changes to how your plan is developed or reviewed
  • Different ways funding is structured
  • More focus on how supports link to your goals and outcomes
  • Access to additional supports in your local community

Importantly, we expect that any changes will be introduced gradually, and participants will continue to be supported throughout the transition period.
